chore(install): dev serves the versions prod does (host agent 0.2.17, desktop 0.1.2) (#403)

Dev still said host agent 0.2.13 and desktop 0.1.0, while prod serves
0.2.16 and 0.1.2. The next dev→prod merge would have sent new installs
back three host releases. This brings dev to prod's numbers. No other
change: the rest of this branch is already on dev.
