feat(image): the 32-bit C library for launchers' process helpers

A 64-bit launcher can still start its games through a 32-bit helper process. With no 32-bit loader in the image that helper cannot exec, and every launch exits immediately with no message. Only lib32-glibc is added; the check that keeps every other lib32 package out stays.
